I'm going to spell out how to do the first line of the tapestry chart so you know how to do it. Read the chart from top to bottom, starting with Row 14.

Rnd 14: Ch 1, sc in same sc and in next 30 scs(23 scs for woman's hat), start next sc, add carrot yarn, sc in next 3 scs, start next sc, add buff yarn, start next sc, add carrot yarn, sc in next 3 scs, start next sc, add buff yarn, start next sc, add carrot yarn, start next sc, add buff yarn, sc in next 2 scs, start next sc, add carrot yarn, start next sc, add buff yarn, sc, start next sc, add carrot yarn, sc, start next sc, add buff yarn, sc in next 2 scs, start next sc, add carrot yarn, sc in next 2 scs, start next sc, add buff yarn, cut carrot yarn leaving a tail for weaving in, sc in each sc around. (84 scs)

For the next 4 rows (Rnd 15 to 18) you will start the same way,
Ch 1, sc in same sc and in next 31 scs(25 scs for the woman's size, see the W line), start next sc, add carrot yarn, then you will follow the chart.  At the end of the chart, make sure you have switched to buff yarn and then sc in each sc around. Make sure to sl st in the beg sc at the end of the rnd. (84 scs, men's, 72 scs, women's)
